Nigeria: Advocate Call For Inclusion Of Private Sector In Health Information System

Stakeholders in the health sector on Saturday called for the inclusion of private healthcare institutions in the National Health Management Information System (NHMIS) to ensure quality service delivery.

They said the inclusion would ensure accurate and quality data and care, boost the nation’s poor health indices and improve service delivery.

The stakeholders included Federal Ministry of Health (FMoH), National Primary Healthcare Development Agency (NPHCDA), Pharmacists Council of Nigeria (PCN), Pharmaceutical Society of Nigeria-Partnership in Child and Family Health @Scale (PSN-PACFaH @ Scale).

Others are the Association of Community Pharmacists of Nigeria (ACPN) and Patent and Proprietary Medicines Vendors (PPMVs).

They made the call in Abuja at a stakeholders mobilisation workshop organised by the FMoH in collaboration with PSN-PACFaH @ Scale) on the inclusion of data generated from Community Pharmacies (CPs) and PPMVs among others in NHMIS.

Delivering a paper on “Overview of the NHMIS”, Mr Emmanuel Abatta, Head, NHMIS, FMoH noted that all health data at the public domain are not accurate because majority of services provided at the community level were not captured.

He noted that 60 per cent of health care services are provided by CPs and PPMVs, 30 per cent public sector while 10 per cent are from other sources.

He, however, said there was the need for the strengthening of data reporting system for CPs and PPMVs in the country to ensure realisation of accurate data that could stand the test of time.

He said: “Strengthening the task shifting with the inclusion of critical CPs and PPMVs as providers of expanded Family Planning services and other primary health care services is key to achieving universal access to health to at least 90 per cent.

Abatta identified the goals of NHMIS to include generation of accurate and real time information for policy makers, programmers, stakeholders that would guide public health actions.

It was also designed to support national and global reporting on progress made on health interventions in the country among others.

“NHMIS acts as an instruments of accountability to government and donors on investments in health care, improve service delivery and quality of care.

“HMIS can be a powerful tool to make health care delivery more effective and far more efficient and also provide health information service delivery and the system that support it,” he noted.

Dr Edwin Akpotor, Senior Programme Officer of PSN-PACFaH @ Scale Project, said the workshop was aimed at acquainting participants with the concept and functionality of various HMIS platforms.

“Also, to sensitise stakeholders on Community Health Influencers and Promoters Service (CHIPS).

“Others included to deliberate on various steps toward the inclusion of Family Planning and other primary healthcare data generated by CPs and PPMVs into various HMIS.

Akpotor described HMIS as a spreadsheet that shows different health services which is normally produced monthly or quarterly as the case may be.

According to him, it shows the number of patients attended to, disease conditions like Malaria, Diarrhoea and number and types of drugs, FP services rendered and contraceptives.

Akpotor however decried the present statistics on Contraceptive Prevalence Rate, Malaria, among others.

According to him, for not capturing CPs and PPMVs in HMIS we are missing out 60 per cent data as they are the first point of call in primary healthcare.

“Over the years the NHMIS platforms have omitted the inclusion of data from CPs and PPMVs, data of the platform are mostly generated from public facilities, general hospitals and tertiary health institutions.

“So, we see that gap as a major barrier in ensuring that Nigeria meet set targets of FP, reduction in maternal/neonatal mortality rate among others.

“60 per cent of Nigerians patronise CPs and PPMVs and these services are not captured in the 2013 National Demographic and Health Survey (NDHS) among other data platforms.

“And we believe if these data are well captured we will have a better representation and interventions” Akpotor said.

The Presidential candidate of the Peoples Democratic Party (PDP) Atiku Abubakar has picked the former Governor of Anambra State, Mr Peter Obi, as his running mate for the 2019 presidential election.

This is disclosed in a statement issued by the Director General, Atiku Presidential Campaign Organisation (APCO), Otunba Gbenga Daniel on Friday in Abuja.

Daniel said that the choice of Obi was largely influenced by his youthfulness, vast knowledge of global and local economics as well as being a financial expert, “all experience which Nigeria is in great need of at this point in time.

“This ticket will be able to steer our nation back on the path of progress, economic prosperity and unity,” Daniel said.

Obi, born July 19, 1961, attended the Christ the King College, Onitsha and later proceeded to the University of Nigeria, Nsukka where he graduated with a Bachelor of Arts in Philosophy.

He is also a graduate of several international and national institutions such as the Lagos Business School, Harvard Business School, London School of Economics, Columbia Business School, Institute of Management, Switzerland, Kellogg Graduate School, Oxford University and Cambridge University.

He had led various divisions of public service including Member, Presidential Economic Management Team; Vice-Chairman, Nigeria Governors’ Forum; and Chairman, South-East Governors’ Forum.

Obi is an astute professional who has laid his footprints across the corporate world.

He was the Chairman, Board of Security and Exchange Commission (SEC); former Chairman, Fidelity Bank PLC; former Chairman, Guardian Express Mortgage Bank; and former Chairman, Future Views Securities.

He is also a former Chairman, Paymaster Nigeria; former Chairman, Next International Nigeria; former Director, Guardian Express Bank PLC; former Director, Chams Nigeria PLC; former Director, Emerging Capital: former Director, Card Centre PLC.

He is a member of the British Institute of Directors (IOD), Nigerian Chartered Institute of Bankers and Nigerian Economic Summit Group (NESG).

Nigeria: Kaduna Students Split Over Non Payment of Scholarship

The National Association of Kaduna State Students (NAKASS) has split over the alleged non-payment of three years scholarship to indigenous students studying in tertiary institutions across the country.

While a group led by the association’s Secretary General, Jeremiah Tisan Gwaza on Thursday accused the State government of insensitivity to students’ plight and gave a 21-day ultimatum, another group led by the President Yahaya Abdullahi on Friday dissociated itself from that mission saying it was false.

Gwaza’s group had at a news briefing enumerated their demands and subsequent ultimatum, or a shut-down of activities in the 3 senatorial districts of the state if they were not met.

“Our Demands!

  1. We demand for the immediate reversal of the new scholarship scheme as it all, but a bunch of cake in the middle of nowhere in other words very unrealistic.
  1. For not paying the student scholarship as reflected in the state appropriation bill for 3 years, we want to believe you have intentions to; which is why we demand for the payment in arrears of our old Scholarship Bursaries for those three Sessions.
  2. We also demand the refund of 500 Naira paid to the scholarship Board by almost 50,000 students to purchase scholarship forms which was never granted, payment should be made to their personal accounts as we all know some of them have graduated and others even are no more.

“In the light of the above we are giving the state government an ultimatum of 21-days (which ends on Thursday 1st November, 2018) to meet our demands as failure to do so, we shall, without compromise shutdown the 3 zones in the state ubiquitously until our needs are met. This is not a promise, it is our decision.

“We call on all sister unions to join in solidarity as this matter affect everyone whether directly or indirectly”.

But in a swift reaction, another faction by Yahaya Abdullahi on Friday distanced itself  from the said allegation.

Speaking on behalf of the faction, the President, Comr. Yahaya Abdullahi said,

“The leadership of National Association of Kaduna State Students (NAKASS) distances itself and totally condemns the so called press release by some impostors with reference to the 21-days ultimatum given to Kaduna State government on local scholarship dated 10th October, 2018

The faction also expressed displeasure with which they received the news saying,

“The news came to us as a shock, as the said group do not even know the status of the scholarship they referred to.

However, as we are speaking to you right now, The State Government has since last two months approved the payment of the local scholarship, the released of the funds and currently the scholarship board is working for the sorting and other processes for the awardees which we hope, in few weeks beneficiaries will receive their alert.

“The leadership of this noble association wish to inform the students and general public that henceforth any formal communication from the association, after further deliberations by the officials will be made through the President (Comr. Yahaya Abdullahi), the Speaker (Comr Emmanuel B. Sheyin), or the President’s Spokesperson.

“In view of this, we are warning impersonators that henceforth, who ever caught using the name of NAKASS in any way will face the wrath of the law.

Meanwhile, the spokesman for the faction that gave 21-days ultimatum, Jeremiah Tisan Gwaza remains suspended.

“Jeremiah Tisan Gwaza stands suspended indefinitely for bridging the supreme constitution of NAKASS as provided.

We are of the opinion that all those who for their selfish interest or reasons to use the name of the association in other to make claims that are not of the students interest should avoid that, as the association will not take it lightly with any student or member of the public who impersonate or ridicule the image of the association.

The faction however pleaded that the Kaduna state government and all relevant agencies expedite action in ensuring that payments are made as promised.

“Our plea;

The Kaduna State government and other relevant bodies saddled with the responsibility of the local scholarship should fast tract the payment,” the faction submitted.

Nigeria: Release Leah Sharibu, Religious Leaders Plead With Abductors

Chairman of the Christian Association of Nigeria, CAN, Northern Nigeria, Reverend Yakubu Pam and the Chief Imam of Apo Legislative Quarters, Abuja, Sheikh Mohmamed Khalid have appealed to the abductors of Leah Sharibu to release her without further delay. 
 
The religious leaders, who made the appeal at a press briefing on the sidelines of the Interfaith Conference in Abuja, called on the abductors of the innocent girl to release her unconditionally.
 
“We are here today the two major religions in Nigeria, Christianity and Islam. The leaders are here and traditional rulers are also here to discuss about peace ahead of the 2019 general elections.
 
“We also find it very important today to address a burning issue that has been disturbing the peace of the country and that is the issue of the abduction of some of our innocent teenagers and young ladies, particularly Leah Sharibu and others and we have heard what the abductors have said. 
 
“I know too the mothers have also cried, the families have cried to the abductors of these innocent girls and well-meaning citizens of Nigeria have also cried. We want to appeal to them, please for the sake of God, release these innocent girls. They are very innocent and I believe that by doing this Nigeria will appreciate,” Reverend Pam said. 
 
He called on the abductors of Miss Sharibu to abandon their threat of executing the girl in order the save her family from the agony of losing a child in such a violent circumstance. 
 
“We heard they said next week is their deadline and that is why in this meeting as we are discussing about the peace of this country, we felt that it is very important and very paramount to talk about this matter.
 
“The mother is in agony, the family is in agony and we are appealing to their conscience. Whatever it is, let them be lenient and also allow God to speak to their heart,” he stated. 
 
Reverend Pam also called on the government to do whatever it can within its powers to ensure Miss Sharibu is safely released and reunited with her family. 
 
In his remarks, the Chief Imam of Apo Legislative Quarters, Sheikh Khalid said the abductors of Miss Sharibu are on their own and they do not represent Islam. 
 
“We want the world to understand that these people that are holding our children and other people in captivity are not representing anything, they are on their own. Islam is not asking them to abduct anybody and we the Muslims are going to join hands with anybody to do anything possible to secure Nigerians from their agony.
 
“We are appealing to them to rethink and revisit their minds so that they will release their captives, especially somebody like Leah Sharibu,” Sheikh Khalid said. 
 
He said the abductors of Miss Sharibu have no basis to hold her captive since her colleagues whom they were abducted together were released. 
 
The Islamic cleric therefore appealed to the Federal Government to do whatever is necessary and secure the release of Miss Sharibu.
 
“We are appealing to the government to do anything possible to make sure that no Nigerian is in captivity,” he stated. 

Rwanda: Kigali To Host 2018 International Conference On Family Planning

Thousands of policymakers, researchers, young people, faith leaders and family planning advocates from around the world will between 12th – 15th November converge on Kigali, Rwanda, to discuss developments on family planning.

 

The Kigali meeting will be the fifth in the series of International Conference on Family Planning (ICFP), otherwise known as FP2020. It is expected to highlight extensive and far-reaching social and economic benefits of family planning investments — for individuals, families and countries.

 

The theme for the 2018 conference is “Investing for a Lifetime of Returns.

 

Organisers of the Conference say a number of high-level speakers have confirmed their readiness to participate in the global event, among them, Princess Sarah Zeid of Jordan; First Lady of Haiti, Martine Moïse; Director-General of World Health Organization, Dr. Tedros Adhanom Ghebreyesus.

 

Others are Canadian Minister of International Development, Marie-Claude Bibeau; Executive Director of United Nations Population Fund, Dr. Natalia Kanem; President of Global Development, Bill & Melinda Gates Foundation, Dr. Chris Elias; and Founder of the Wellbeing Foundation Africa, Toyin Ojora-Saraki.

 

In a statement made available to AFRICA PRIME NEWS, Loren Miller of Global Health Strategies, said, the Conference is expected to among other things “feature the release of new data on contraceptive use in Nigeria; a storytelling event with young advocates; and a competitive family planning innovation “pitchfest” with CEOs featuring a cash prize.”

 

The statement further says three plenaries of the Conference will focus on “The Return on Investment”; Youth & Diversity in Family Planning; and FP2020 Progress.

 

Other events include, “Women of Impact: Global Leaders Creating Positive Change” Panel Discussion; Red Carpet Evening Among the Stars Reception; and Packard Quality Innovation Challenge and the Excellence in Leadership for Family Planning (EXCELL).

 

The Conference will be co-hosted by Bill & Melinda Gates Institute for Population and Reproductive Health at the Johns Hopkins School of Public Health and the Ministry of Health of the Republic of Rwanda.

The Vice President, Prof. Yemi Osinbajo on Thursday, tasked the Nigerian Guild of Editors (NGE) to save the journalism from total collapse by enforcing the rules and values of the profession.

Osinbajo gave the advice in a goodwill message at the opening of the 14th All Nigeria Editors’ Conference (ANEC) in Asaba, the Delta State capital, South-South Nigeria.

He noted that most professions,  particularly journalism, had been threatened by artificial technologies, adding that social media had virtually taken over the conventional media in terms of readership and followership.

Osinbajo, titled the goodwill message: “The end of Professions, the end of Journalism.”

According to him, the burden is on the guild to set the agenda and the rules as well as enforce and keep them.

“For journalism, are we at the end of the profession? Today, social media has totally become the choice of everybody and read by many people than the newspapers”.

He noted that apart from the challenges of technology, the professionals remain a challenge to themselves, such that people had lost confidence because most information lacked objectivity and accuracy.

He said that the journalism profession had today become partisans and were being influenced by politicians and nonprofessionals.

He charged the media to fight corruption in the system, adding that corruption, like cancer could eat up the fabrics and eventually kill the victim if not checked.

“The guild must make personal sacrifice that will save the profession by removing the bad eggs,” the VP said.

Nigeria’s Electoral Body Projects 80m Registered Voters Ahead Of 2019 Elections

The Independent National Electoral Commission (INEC) said on Thursday that more than 80 million registered Nigerians are expected to vote during the 2019 general elections in the country.

INEC Chairman, Prof. Mahmood Yakubu, disclosed this in a paper he presented at the  14th All Nigeria Editors Conference (ANEC) holding in Asaba, Delta capital.

Yakubu, represented by Mike Igini, Resident Electoral Commissioner (REC), Akwa Ibom, said that the figure is  made up of 67 million existing registered voters and 14 million fresh registrants.

He said 91 political parties had been registered ahead of the 2019 elections, adding that there is a total of 120,000 polling units across the country.

The INEC chairman also said that the commission had so far conducted about 190 elections that had not been upturned by any law court.

He further disclosed that the commission had 16,000 staff across the nation, but added that the number was insignificant in managing elections effectively.

Yakubu urged Nigerians to take ownership of the election process by participating actively in it.

The INEC chairman appealed to politicians to shun “vote-buying” which he said the commission was currently working hard to curb.

“Vote-buying is bad and if we don’t deal with the problem of vote-buying, it will destroy the electoral process,” he said.

He further tasked the media to maintain neutrality in all its activities during and after elections, noting that the media had assisted tremendously in sustaining voters’ enlightenment.

Yakubu said that the gathering of editors provided an opportunity for INEC to update those who determined the content of news for the Nigerian people on the extent of its preparations for the elections.

“No other body in the country has a better reach than the media in disseminating the goals, intensions and efforts of the commission,” he said.

He noted that credible elections underscored the idea of election integrity and the notion of inclusiveness, transparency and accountability.

According to him, it requires that the Election Management Bodies (EMBs) who manage elections should live above board.

Mahmood advised the EMBs to act in a non-partisan and independent manner by ensuring that established rules governing the conduct of elections were enforced fully and impartially.

Inheritance: Husband, Mother In-law Battle Over Property

A widower, Isah Sulaiman, has sued his mother in-law at a Magajin Gari Sharia Court in Kaduna, North West Nigeria, over his late wife’s inheritance.

Sulaiman told the court his mother in-law, Khadija Ibrahim, had allegedly confiscated his late wife’s inheritance meant for his children.

The plaintiff is asking the court to compel the respondent to handover the house documents of his late wife, Aisha, to her surviving three children.

But the defendant told the court that the issue in question had earlier been resolved by another court soon after the death of her daughter in 2015.

She alleged that her son in-law had filed a case against her three weeks after the death of her daughter demanding his share of his late wife’s inheritance.

Ibrahim added that the court had shared the inheritance according to Islamic injunction in which the husband was given his own share.

“Before her death, Aisha had given her elder brother a car she had also inherited from her own father but which hadn’t been fully paid for.

“She asked her brother to finish payment of outstanding balance which he did and the matter has since been resolved by the court.”

She told the court that the only property under her custody was a house document belonging to her grandchildren which they got from the inheritance shared.

Ibrahim however denied knowing anything bout the claimed inheritance of the deceased late father.

The judge Mallam-Musa sa’ad, after listening to both parties, ordered them to present before him, a certified true copy of the first court ruling on the inheritance and adjourned the case to Oct. 24.
