United Nations Says 1.4m People Migrate To Cities Weekly

The UN says no fewer than 1.4 million people migrate every week to cities around the world.

Secretary-General António Guterres warned that the weekly migration could contribute to “disasters”.

The UN chief said the development “can strain local capacities, contributing to increased risk from natural and human made disasters”.

In his message for World Cities Day, celebrated annually on Oct. 31, Guterres stressed that “hazards do not need to become disasters”.

“The answer is to build resilience – to storms, floods, earthquakes, fires, pandemics and economic crises,” he said.

Guterres explained that cities around the world were doing just that, forging new ways to increase resilience and sustainability.

He noted that the capital of Thailand, Bangkok has built vast underground water storage facilities to cope with increased flood risk and save water for drier periods.

In Quito, the capital of Ecuador in South America, local government has reclaimed or protected more than 200,000 hectares of land to boost flood protection, reduce erosion and safeguard the city’s freshwater supply and biodiversity, he noted.

The UN chief also indicated that the city of Johannesburg in South Africa “is involving residents in efforts to improve public spaces so they can be safely used for recreation, sports, community events and services such as free medical care”.

Guterres said a range of UN-backed international agreements provided “a roadmap for a more sustainable and resilient world”.

The agreements include the 2030 Agenda for Sustainable Development, the Paris Agreement on climate change, the Sendai Framework for Disaster Risk Reduction and the New Urban Agenda

World Cities Day was established by the UN to promote the international community’s interest in global urbanisation, push forward cooperation among countries in meeting opportunities and addressing challenges of urbanisation, and contributing to sustainable urban development around the world.

Maimunah Sharif, Executive Director of the UN Human Settlements Programme (UN Habitat), flagged the importance of investing in resilience or face growing “economic, social, political and human” risks.

“It has been estimated that without action on climate change – which accounts for just one facet of resilience – some 77 million urban residents risk falling into poverty,” she warned.

Sharif elaborated that human-made and environmental threats ranged from droughts, floods and fires to economic shocks, disease outbreaks, war and migration.

“Investing in resilience is a wise investment,” the UN Habitat chief said.

The theme of the 2018 commemoration, ‘Building Sustainable and Resilient Cities’, focuses on the need to preserve human life and limit damage and destruction while continuing to provide infrastructure and services after a crisis.

Researchers Discover New Nanomaterial For Early Detection Of Alzheimer’s Disease

Researchers from Hong Kong Baptist University have discovered a new nanomaterial, which could enable the early detection and diagnosis of Alzheimer’s disease, the university announced on Tuesday.

The plaques in the brain comprising a protein called amyloid-beta, are one of the hallmarks of the Alzheimer’s disease.

The early detection of these plaques could help speed up the diagnosis of Alzheimer’s and enable people to receive treatment earlier.

Fabricated, using a combination of superparamagnetic iron oxide nanoparticles and cyanine compounds, the university’s study team found that the nanomaterial could easily pass through the blood-brain barrier to specifically target these amyloid-beta plaques.

Once bound to amyloid-beta, the nanomaterial fluoresces and exhibits magnetic resonance properties, enabling it to be easily detected by magnetic resonance imaging (MRI) and near-infrared imaging machines, which offer superior resolution and do not require an invasive radioactive trace.

“The successful diagnosis of the disease at an early stage may help delay the disease’s progression,’’ Ricky Wong Man-shing, a professor from the university’s Department of Chemistry, one of the leaders of the study team, said.

According to Man-shing, current clinical methods of brain imaging, using Positron Emission Tomography scans are expensive, require invasive radiative tracers and have poor visibility.

The new nanomaterial, which is non-radioactive, non-toxic and able to penetrate the blood-brain barrier shows its promise for use in near-infrared imaging and MRI scanning of the brain.

“As a result, its application as a contrast agent for imaging is highly important and could lead to earlier detection, and improved monitoring of Alzheimer’s disease,’’ Man-shing added.

The research paper of the study is published in the

Journal Small and the discovery has already been granted a U.S. patent.

Former Ghana Football Association president Kwesi Nyantakyi was handed a life ban from all football-related activities by FIFA on Tuesday following various violations of the governing body’s ethics code, including bribery and corruption.

Nyantakyi, a former member of FIFA’s General Council, was found guilty after being filmed by an investigative journalist in a hotel room appearing to take a $65,000 bribe from a supposed businessman seeking to sponsor the Ghanaian football league.

He was also fined 500,000 Swiss Francs ($498,000).

“The adjudicatory chamber found Mr Nyantakyi guilty of having violated art. 19 (Conflicts of interest), art. 21 (Bribery and corruption) and art. 22 (Commission) of the FIFA Code of Ethics,” FIFA said in a statement.

“As a consequence, Mr Nyantakyi is banned for life from all football-related activities (administrative, sports or any other) at both national and international level.

“Additionally, a fine in the amount of CHF 500,000 has been imposed on Mr Nyantakyi.”

Nyantakyi resigned in June after a recording by undercover journalist Anas Aremeyaw Anas appeared to show him demanding kickbacks to pass on to top government officials, including the presidency.

He was also a former vice-president of the Confederation of African Football.

Nyantakyi later apologised to Ghana president Nana Akufo-Addo and the government for what he called his “indiscretion”.

He denied any wrongdoing regarding match fixing.

The scandal, along with undercover footage that showed numerous match officials receiving bribes, forced the suspension of the Ghana Premier League in June, which has still not resumed.

Former Ghana Football Association (GFA) board member Kofi Amoah was placed in charge of a 4-member normalisation committee in September tasked with steering the affairs of football in the country for the next six months.

Nyantakyi and the Ghana FA could not be immediately reached for comment on Tuesday. $1 = 1.0048 Swiss francs

The Inspector- General of Nigeria Police, Ibrahim Idris has placed Commissioners of Police in all ststes of the federation on red alert over activities of members of the Islamic Movement of Nigeria (IMN), also known as shiites.

A statement by the Police spokesperson DCP Jimoh Moshood, said the commissioners, especially those facing likely threats by the Shiites, were ordered to deal with them decisively in accordance with the law.

“They are to deal decisively in accordance with the law with the sect and prevent the group from causing breakdown of law and order in those States,” he said.

Moshood said that the I-G had directed a thorough investigation and prosecution of the 400 members of the sect arrested by the police in Abuja on Tuesday over alleged violent protest.

The spokesman said that the suspects would be charged to court for terrorism.

He also said that the I-G condemned the attack on police personnel and the setting ablaze of police vehicle, allegedly by the Shiites, warning that the police would not condone lawlessness and disturbance of public peace by any group.

“The full weight of the law will be applied on perpetrators of violence and lawlessness that can lead to breach of the peace, and law and order anywhere in the country,” he added.

He implored residents of FCT and other contiguous States to to be vigilant and go about their lawful engagements without fear.

Nigeria Governors’ Forum (NGF) on Tuesday agreed to pay a national minimum wage of N22,500 from the existing N18,000.

The Chairman of the Forum and Governor of Zamfara State, Abdul’aziz Yari announced this while briefing newsmen at the end of its 2nd emergency meeting held in Abuja.

Yari said that the decision was arrived at after a briefing from the forum representatives at the Tripartite Committee.

He said that the welfare of all Nigerians was the ultimate concern of the governors, saying in all our states, we are concerned about the deteriorating economic situation experienced by the vulnerable segment of our population.

He said that in agreeing to a National Minimum Wage, the Forum was even more concerned about development, particularly in the health, education and infrastructure spheres.

“It is therefore our considered position that since the percentage of salaried workers is not more than five per cent of the total working population, our position must not just reflect a figure, but also a sustainable strategy based on ability and capacity to pay, as well as reflective of all our developmental needs in each State.

“After all, Section 3 of the National Salaries Income and Wages Commission Act provides that “the Commission shall recommend a proposition of income growth which should be initiated for wage increase and also examined the salary structure in public and private sector with reasonable features of relativity and maximum levels which are in consonance with the national economy”

“It is in this sense that we feel strongly that our acceptable minimum wage must be done in such a way that total personnel cost does not exceed 50 per cent of the revenue available to each State.

“Governors therefore agreed to pay a national minimum wage of N22,500.”

The News Agency of Nigeria (NAN) reports that at the meeting with the governors were the Minister of Labour and Productivity, Dr Chris Ngige and the Minister of Budget and National Planning, Sen. Udoma Udo Udoma.

Some of the governors at the emergency meeting were Kebbi, Ebonyi, Imo, Lagos, Plateau, Osun, Ekiti, Ogun, and Nasarawa represented by Deputy, Adamawa.

The Organised Labour had scheduled Nov. 6 to embark on nationwide strike to compel government to peg a new minimum wage at N30,000.

The leaders of Nigeria Labour Congress (NLC), Trade Union Congress of Nigeria (TUC) and United Labour Congress of Nigeria (TUC), on Tuesday held mass protest across the country as part of sensitisation of workers and Nigerians for the planned industrial action.

Nigeria Extractive Industries Transparency Initiative (NEITI) says that the 22.06 billion dollars and N481.75 billion yet to be remitted by NNPC and others to the Federation Account are legacy issues from its audit reports for 1999 to 2015.

NEITI made the clarification in a statement signed by its Director of Communications and Advocacy, Dr Orji Ogbonnaya Orji, in Abuja, on Tuesday.

He said that the others stakeholders involved include the Nigerian Petroleum Development Company (NPDC) and oil companies in the oil and Gas sector.

He said that the bulk of the outstanding amounts was from NLNG dividends from  2000 to 2015 and outstanding payments for the value of 12 Oil Mining Licenses (OMLs) divested to NPDC between 2011 and 2013.

“To say the non remittance happened under this administration or that the money went missing from the Federation Account is therefore totally incorrect and deliberately misleading.

“This clarification has become necessary based on the distortion and politicisation of the media reports of a conference hosted by NEITI in Abuja on Monday,’’ he said

Orji said that the focus of the conference was on how to ensure better implementation of NEITI’s audit recommendations, address the lingering issues in the extractive sector, and improve optimisation of Nigeria’s extractive endowments for the benefit of all Nigerians.

“The conference was not a fault-finding or political event.

“It was a solution-oriented gathering with good representation and useful contributions from government agencies (including NNPC, DPR, CBN, PPPRA etc), the private sector, civil society, academia, and the media,’’ he added.

He noted that information shared for discussion was not only historical, but also not new.

He further stated that there was no data shared and discussed at the conference that had not been made public over time, most notably in the NEITI Policy Brief on unremitted funds released in April 2017 and in the NEITI 2015 industry audit reports released in December 2017.

“Those who follow discussions on these issues closely would also be aware that various efforts have been made by different government institutions, including the Federation Allocation Accounts Committee (FAAC) and the National Economic Council (NEC) to ensure that NNPC and its subsidiaries address these legacy issues.

“It is noteworthy that at the conference yesterday, the NNPC team confirmed that many of the issues under reference have either been resolved or at advanced stages of resolution.

“ While NEITI awaits the outcome of its ongoing audits for 2016 and 2017 to provide update on these and other issues, it is wrong to deliberately distort data from NEITI’s audits and the issues arising from them for sensational or political purposes,’’ Orji said.

He  appeal to the media and the civil society as key partners in the NEITI process to always cross-check to ensure that facts align with the issues before publication.

National Primary Health Care Development Agency (NPHCDA) says it has recorded one case of yellow fever at a gold mining site in Lapai Local Government Area of Niger State.

Director, Special Duties and Chairman of National Measles Yellow Fever Technical Committee, Dr Joseph Oteri, disclosed this during media orientation forum for yellow fever preventive mass vaccination campaign in Abuja on Tuesday.

The forum organised by NPHCDA in conjunction with the United Nations Children Education Fund (UNICEF), had media representatives from Niger, Kogi, Plateau, Kebbi, Sokoto, Borno and the Federal Capital Territory (FCT).

Oteri said that the the current outbreak of yellow fever on Oct. 19 in the country, indicate that the gold mining site in Lapai was on high risk of yellow fever.

He solicited the support of the media in sensitising residents of the area to desist from further mining activities on the site during the 2018 yellow fever campaign scheduled for Nov. 22 to Dec. 1.

He called on media organisations to participate actively in sensitising the public, create awareness and promote the yellow fever campaign for people to come out en mass to get vaccinated.

“The vaccination will be from nine months to 44 years of age, parents are advised to avail themselves and their children to partake in the vaccination.

“The vaccines is free, safe and effective,” he said.

The chairman however disclosed that 60,000 people die from yellow fever annually in 47 endemic countries, adding that about 900 million people were at risk of the disease.

“Africa and South America are the most affected continents; in Africa, there are 34 high risk endemic countries, serious epidemic have affected un-immunised people in rural and urban areas.

“This has been increase in the number of reported yellow fever in Africa during the last five years,” he said.

Congo had on Aug. 22, declared yellow fever outbreak in that country.

Nigerian Government says the reported deplorable conditions of the Nigerian troops fighting Boko Haram in the North East, “is fake news.”

Addressing  a news conference in Abuja on Tuesday, the Minister of Information and Culture, Lai Mohammed, said in view of the grave security implication of the allegations contained in the publication, President Muhammadu Buhari ordered an investigation to determine its veracity.

The investigation, he said,  has since been concluded and that the summary of the findings is that there is no case of hunger, starvation or begging among the troops fighting in the North East, and in particular in the Armed Forces Special Forces Battalion that was referenced in the publication.

”Also, there is no irregular/short payment of allowances, while claims of poor equipment, inadequate kitting and accommodation are found to be ill conceived and unfounded,” he said.

Mohammed said contrary to the publication, the troops in question, deployed at Brig.-Gen. Maimalari Secondary School along Gubio Road, are being fed centrally three times a day, and are kitted immediately after  training before their deployment in the theatre.

The Minister  then wondered how soldiers who are fed centrally be starving or begging for food? Concerning the payment of allowances, the monthly allowances of troops of the AFSF Battalion are being paid directly into their various accounts from the Defence Headquarters, hence they cannot be shortchanged,” he said.

On the allegation of poor equipment and inadequate kitting, the Minister said it was found that the inflow of logistics into the theatre in the past six months showed an enormous quantity of materiel was distributed to troops in the theatre.

“If anything, the publication in question exhibited poor understanding of what obtains in the theatre of military operations. For example, the claim of poor accommodation in an operational environment. By their training, soldiers in theatres of war are usually in trenches, tents or other makeshift structures. Fighting insurgency is not a walk in the park and the gallant men and women in uniform who are engaged in counter-insurgency operation in the North East are not on a luxurious expedition. The battlefront is no playground,” he said.

Mohammed warned that engaging in fake publication about the troops is not only a great disservice to the nation, but a terrible downplay of the kind of sacrifices being made by the gallant troops in fighting the insurgency.

He said such fake reports amount to collaborating with fifth columnists and enemies of the nation to weaken the fighting spirit of our forces, and represent a clear and present danger to the nation’s security.

While restating the administration’s belief in the freedom of the press, the Minister appealed to the media to always commit to the highest standards of journalism by double checking with the government before publishing any information from the theatre of operation in the North East.
