Nigeria: We Support The Establishment Of Federal Orthopedic Hospital Billiri – Council Chair

The Chairperson of Billiri Local Government Council in Gombe state, Egla Idris, has expressed strong support for the establishment of Federal Orthopedic Hospital in Billiri, the local government headquarters.

The Chairperson who made her position known at the public hearing in Abuja on a Bill calling for the establishment of the hospital, said, the “initiative is not only timely, but essential for addressing the pressing healthcare needs of our community and surrounding regions.”

Represented by the Council Treasurer, Mr. Augustine Kurungu, the Chairperson said, the current healthcare infrastructure in Billiri LGA, as well as southern Gombe state consists mainly of primary health centers and general hospitals lacking in specialized services, including orthopedic care.

Mrs. Idris said, with high cases of accidents and attacks, as well as absence of tertiary hospital in the region, establishing an orthopedic hospital in Billiri would be the best strategic move, as well as investment into well-being of people of the area.

“Patients requiring orthopedic treatment usually travel over 250 kilometres to Jos or Kano to access specialized tertiary orthopedic care,” she said. Adding that “There is a strong and overwhelming community support for the establishment of Federal Orthopedic Hospital…. There is also a strong political support at the grassroot,” she said.

She praised the Speaker of the House of Representatives, Abbas Tajudeen, for personally attending the public hearing, signifying a big support for the move. She also expressed appreciation to the Member Representing Balanga/Billiri Constituency in the House of Reps for initiating the Bill.

“We therefore urge members of the House of Representatives to adopt the bill wholeheartedly,” she said.

Also speaking, Gombe State Commissioner for Health, Dr. Habu Dahiru, said the state government is fully in support of the establishment of the orthopedic hospital in Billiri, stating that the facility will be of great assistance not only to people from Gombe state, but the entire northeast sub region.

In a speech, Speaker of the House of Representatives, Abbas Tajudeen, said the public hearing was an opportunity for the host community and Local Government to make known their positions on the matter.

He said the National Assembly will play its legislative role, as well as take necessary steps to ensure passage of the Bill, as well as support signing it into law.

The public hearing was in respect to the Bill seeking to Amend the Orthopedic Hospitals Management Board Act, Cap. O10 Laws of the Federation of Nigeria 2004, to Provide for Establishment of Orthopedic Hospital Billiri, Gombe State under the control of the Orthopedic Hospitals Management Board and Affiliated to Federal Teaching Hospital Gombe and For Related Matters.

Nigeria: Tangale Community Expresses Readiness To Host Federal Orthopedic Hospital

The Tangale community in Gombe state, Nigeria has expressed its readiness to host a Federal Orthopedic hospital in Billiri, the headquarters of the Tangale nation.

Nigeria’s House of Representatives is currently considering a Bill seeking the establishment of Federal Orthopedic Hospital Billiri, and affiliate it to Federal Teaching Hospital Gombe.

Presenting a memorandum at the public hearing in Abuja, organised by National Assembly on the proposed hospital, the president of Tangale Community Development Association (TCDA), Mr. Phinas T. Gambo, praised the Speaker of the House of Reps, Mr. Tajudeen Abbas, and the Member Representing Balanga/Billiri constituency, Mr. Ali Isa, for their efforts in working on the Bill.

According to Mr. Gambo, the idea of siting the hospital in Billiri was well thought out, adding that “The proposed host community of the intended project is very well known for its hospitality. The people are very friendly and quite accommodating.”

He said the central location of Billiri in the zone makes it suitable to site the hospital in town.

BEING MEMORANDA OF THE TANGLE NATION SUBMITTED TO THE NATIONAL ASSEMBLY HOUSE OF REPRESENTATIVES IN SUPPORT OF A BILL FOR AN ACT TO AMEND THE ORTHOPAEDIC HOSPITAL MANAGEMENT BOARD FOR THE ESTABLISHMENT OF THE ORTHOPAEDIC BILL TO BE AFFILIATED TO THE FEDERAL TEACHING HOSPITAL GOMBE PRESENTED BY THE BOARD OF TRUSTEES/ELDERS FOR TANGALE COMMUNITY ON WEDNESDAY 16TH OCTOBER, 2024 AT THE NATIONAL ASSEMBLY.

Preamble

We the Board of Elders/Trustees representing the entire Tangale Community wish to appreciate with profound gratitude to God, the National Assembly, particularly the House of Representatives, under the leadership of the Speaker, the Rt. Hon. Tajudeen Abbas, GCON and our very untiring Hon. Member, Rt. Hon. Dr. Ali Isa JC, who doubles as the Minority Whip of the House of Representatives.

Justification of the bill

We graciously submit our position in support of the bill as follows:

  1. Land and terrain:

First and foremost, the terrain provides enough land with excellent drains that would accommodate very heavy special structures and constructions that could easily be made available.

  1. Centrality of Gombe State:

Although there is an Orthopeadic Hospital in Taraba, that it is situated far from other States of the zone/region which are Yobe, Borno, Bauchi and Gombe itself, Gombe State is located in the centre of the said region and can easily be accessed within the zone from all directions once the facility is situated within the said Gombe State.

  1. Centrality of Billiri:

Furthermore, the proposal of siting the orthopedic hospital in Billiri is not misplaced. It is to be noted that apart from Billiri Local Government being situated in the Gombe State of the North East Zone, Billiri likewise is centrally located within the six Local Government Areas out of the Eleven Local Government Areas of Gombe State, namely: Akko, Deba, Balanga, Kaltungo, Shongom and Billiri itself.

  1. Education:

Billiri Local Government is known as the most educationally advanced area with a fleet of well qualified professionals including Medical and Health Personnel, there is a State College of Education with fleet of Secondary Schools to cater for Personnel Children’s Education.

  1. Hospitability:

The proposed host community of the intended project is very well known for its hospitality. The people are very friendly and quite accommodating.

  1. Steady power supply:

There is an established National Electric Power Sub-Station in Billiri that supplies many Local Governments and beyond. This has occasioned the steady power supply in the entire catchment Local Government Area and beyond.

  1. Water Supply:

Billiri Local Government is endowed with abundant ground water that is easily accessible.

  1. Road Access:

Billiri Local Government is linked to all other Local Governments in the State with networks of State roads. It is also located along trunk “A” road that links Plateau State/Bauchi on the west to Gombe and Kano/Jigawa to North leading to Gombe passing through Billiri and finally terminates at Adamawa and Taraba State.

  1. Service Delivery Pressure:

Location of an Orthopedic Hospital in Billiri Local Government would certainly reduce the overwhelming pressure being exerted on the Federal Teaching Hospital.

  1. Security:

Billiri Local Government has a good security arrangement. It has the presence of the Nigerian Police with an Area Commander and DPO’s, the Department of State Security Service, the Area Civil Defense Office, as well as the Correction Centre. Another Security outfit is the Nigerian Immigration Service.

Finally, we are sincerely indebted to our Honourable Member the Minority Whip and this August Committee and indeed this able 10th National Assembly, particularly the House of Representatives for this golden opportunity accorded.

We pray this Honourable Assembly will find our presentation worthy and justifying the bill’s passage.

Nigeria: More Than Half Of People Live In Poverty – World Bank Report

The World Bank has acknowledged the necessity of the reforms implemented by Nigeria’s government, led by President Bola Ahmed Tinubu since May 2023.

These reforms according to it aim to rejuvenate the economy of Africa’s most populous country. However, they have also increased the burden on the population, with more than half living in poverty, said a report released on Thursday.

“The new policy direction is essential, but in the short-term it has added to already intense pressures on households and firms,” the World Bank said in a report published on Thursday.

Nigeria has seen one of its worst economic crises in recent history with inflation at a three-decade high — more than 30 percent — and the price of petrol rising more than fivefold since Tinubu took office.

Poverty has soared to hit more than half of the population over the last six years, according to the World Bank.

“Since 2018, the share of Nigerians living below the national poverty line is estimated to have risen sharply from 40.1 percent to 56.0 percent,” it said, adding that 129 million are now living in poverty.

Multiple issues have contributed to the spike, the lender said, citing “the Covid-19 recession, natural disasters such as flooding, growing insecurity, the high cost of the demonetisation policy in Q1 2023, high inflation and low economic growth”.

The share of the urban population living in poverty has nearly doubled, from 18 to 31.3 percent, according to the report, published twice a year assessing economic and social developments and prospects in Nigeria.

“Headline inflation is anticipated to peak at an average annual rate of 31.7 percent in 2024, largely driven by the depreciation of the naira and increased gasoline prices,” it said.

The World Bank said inflation was expected to fall from 32.7 percent in September to 14.3 percent by 2027, helped by the government’s macroeconomic reforms.

With two-thirds of Nigerians being under the age of 25, the government must create jobs, the organisation added.

Micronutrient Deficiency: FG, Partners Scale-up MMS Intervention Nationwide

The Federal Government has commenced the distribution of an additional three million bottles of Multiple Micronutrient Supplementation MMS to tackle micronutrient deficiency and improve Maternal, Newborn and Child Health (MNCH) in Nigeria.

MMS, a daily dose of 15 essential vitamins and minerals including iron and folic acid, contributes to healthier pregnancies, better birth outcomes, and reduced maternal and infant mortality.

This initiative is based on the 2020 World Health Organisation (WHO) recommendation on antenatal care for positive pregnancy experiences.

Mrs Ladidi Bako-Aiyegbusi, Director of the Nutrition Department, Federal Ministry of Health and Social Welfare (FMoHSW), at a three-day collaborative meeting in Abuja on Thursday, said that the intervention would enhance MNCH services.

The meeting, attended by FMoHSW, National Primary Health Care Development Agency (NPHCDA), and state Nutrition Managers, aimed to address nutrition needs and reduce micronutrient deficiency.

Ms Nkeiruka Enwelum, Nutrition Officer at the United Nations Children’s Fund (UNICEF), emphasised that MMS was the standard of care to prevent low birth weight, anaemia, and stillbirths.

The meeting informed nutrition managers about the government’s plans to scale up MMS and encouraged states to adopt and integrate this initiative into MNCH weeks.

Dr Osita Okonkwo, Country Director at Nutrition International, noted that improving intervention coverage would enhance nutrition and health status.

“These interventions include the vitamin A, supplementation, deworming, Iron Folic Acid Supplementation (IFAS) and MMS for pregnant mothers.

“This will definitely improve the MNCH services, improve the coverage and improve the nutritional status of women and children in Nigeria,” he said.

State Nutrition Officers, including Mrs Rasheedat Popoola and Etienne Obidaa, commended the government’s efforts and reiterated their commitment to implement MMS interventions, particularly during upcoming MNCH campaigns aimed at reducing maternal morbidity and mortality.(NAN)

FG Commiserates With Jigawa Govt Over Tanker Explosion, Pledges  Support

Federal government has pledged  support to injured house holds of  Tuesday’s Majiya Tanker Explosion in Jigawa state which claims over 100 lives and injured over fifty people.

In a condolence message to the people and Govt of jigawa state  Vice President  Kashim Shettima expressed particular sorrow for the families who lost loved ones in this tragic incident and prayed that Almighty Allah grants them the fortitude to bear the loss.

Parts of the messages reads “This devastating incident has shaken us all to our core. The Federal Government stands with the people of Jigawa. We are mobilising all necessary resources to support the injured and assist the families affected by this calamity,” he said.

The tragedy, which occurred in Majiya has thrown the entire nation in grief. In response, the Vice President has directed the immediate deployment of the National Emergency Management Agency (@nemanigeria) personnel and resources to Jigawa State.

“As we contend with this tragedy, let us also reflect on the importance of safety measures and public awareness to prevent such incidents in the future,” Shettima emphasised.

“Every life is precious, and we must do all we can to protect our citizens.”

The Vice President also commended first responders and medical personnel for their tireless efforts, stating their dedication “exemplifies the best of our nation’s spirit.”

VP Shettima had inaugurated the National Road Safety Advisory Council (NaRSAC) last Friday with a charge on members to align with global best practices in reducing traffic crashes.

He tasked the council to set National Road Safety Strategy targets and ensure effective coordination between federal, state, and local governments to achieve shared road safety objectives.

Vice President Shettima emphasised the critical nature of road safety, stating, “Road safety is not merely a matter of policy but a critical part of the lifeline that connects the people of this nation.”

VP Shettima said “My heart aches for those who have had their families torn apart by this disaster.”

The statement added President Bola Ahmed Tinubu expressed particular sorrow for the families who lost loved ones in this tragic incident and prayed that Almighty Allah grants them the fortitude to bear the loss.

Nigeria: Small Claims Court Handbooks And Practice Directions Inaugurated In Kaduna

The Chief Judge and Chairman, Judicial Service Commission, Kaduna state, Hon. justice Muhammad Tukur Aliyu, has signed the Small Claims Handbook and Practice Directions in the State.

This followed the flag off and the establishment of Small Claims Court across the three senatorial district of the state, which aimed at providing an accessible and efficient forum to resolve monetary disputes of five million naira and below without the need for complex legal processes.

According to the C.J, during the Inauguration of the Small Claims Court and 2024/2025 Legal New Year ceremony in Kaduna Wednesday, the Small Claims Court will ensure speedy trials and quick resolution of actions.

This is just as he disclosed that the idea was conceived to improve ease of doing business in Nigeria.

” The Small Claims initiative was kick started by the Presidential Enabling Busiess Environment Committee (PEBEC) of the Federal Government of Nigeria. The sole objective of the programme is the quick resolution of commercial disputes.

” This initiative, we hope, will reduce the workload on our dockets as well as provide speedy and efficient justice to deserving parties. The Executive Governor of Kaduna State has graciously released funds to enable us kick start the programme,” the CJ explained.

Justice Aliyu also lauded the state government for considering and passing into law, the Magistrates Courts Law, with Novel provisions been included in the Law to improve Administration of Justice in both Criminal and Civil Cases, as well to enhance the welfare of the Magistrates.

The Attorney General and Commissioner for Justice, Kaduna state, Sule Shu’aibu (SAN), said, under his watch, he would becommitted to ensuring a harmonious working relationship between the Executive and the Judiciary.

The A.G also assured that the Kaduna govenment will soon assent to the Bill that will help to improve on the welfare of the Magistrates in the State.

On his part, the Chairman of the Small Claims Court Committee, Hon. Justice Darius Hyet Kobo said, the Small Claims Court, being a global concept and also a specialised court, operates in a unique manner when compared to District Court.

He explined further that, at present, Kaduna state has 19 designated Small Claims Court spread across 3 senatorial zones, making Kaduna, the only state with the highest number of Small Claims Court in Nigeria.

Nigeria: Vandals Damage Towers T133 AND T136 Along 330kV Shiroro– Kaduna Lines 1 & 2 … Emergency Restoration System Ongoing

The Transmission Company of Nigeria (TCN) has said two towers along its 330kV Shiroro–Kaduna transmission lines one and two have been vandalized, damaging parts of both transmission lines.

“According to reports from the Shiroro Regional office of TCN, the 330kV transmission line one tripped first, followed shortly by the second, as efforts were still ongoing to reclose the first line, prompting the urgent mobilization of local vigilantes to patrol the lines. This led to the discovery of two damaged towers, towers T133 and tower T 136, with their cables badly damaged at several points”.

A statement by the General Manager, Public Affairs, Ndidi Mbah said arrangements are in top gear to deploy the newly procured “emergency restoration system” to the site, pending the reconstruction of the damaged towers. TCN has also conducted an aerial survey in collaboration with security operatives, given the area’s vulnerability to banditry, which poses a significant threat to both TCN installations and personnel.

In the interim, our engineers have implemented a temporary measure to supply bulk power to the Kaduna and Kano regions via the 330kV Kaduna – Jos transmission line.

The vandalized Shiroro – Kaduna 330kV lines 1&2 are vital lines through which bulk power is transmitted to parts of the North West region, with each line capable of carrying 600MW. The vandalism of the towers and transmission lines presents a significant challenge to bulk power transmission in that axis. We are however committed to re-erecting the towers and restringing the transmission lines to restore bulk power transmission through both 330kV power transmission lines.

Kano Unveils Plans to Restore Damaged Digital Industrial Park

The Kano State Government has announced plans to begin the renovation and restoration of the Digital Industrial Park (DIP), which suffered extensive damage and looting during the August 1,2024 nationwide protest.

The Deputy Governor of the state, Comrade Aminu Gwarzo made this known on Monday when he received the Minister of Communications, Innovation, and Digital Economy, Dr. Bosun Tijjani, at the government house in Kano.

Spokesperson for the deputy governor, Ibrahim Garba in a statement made available to journalists, quoted Gwarzo to have condemned the act, noting that, it is a setback to the state’s digital development and to Nigeria’s broader technological aspirations.

He extended the government’s sympathies to the Ministry, assuring attendees that measures were being taken to address the situation.

While revealing that security agencies, with the support of local community leaders, have recovered a significant portion of the stolen equipment, Gwarzo noted also that, Governor Abba Yusuf has directed the Kano State Ministry of Works and Infrastructure to carry out a comprehensive assessment of the damage and initiate repairs promptly.

“We are committed to ensuring that this crucial facility is fully operational again as soon as possible.

“The initiative seeks to return the facility to its full functionality and the state is dedicated to building a thriving digital economy,” the deputy governor stated.
