Nigeria: Kaduna Legislature Okays Contributory Health Insurance Scheme In The State

Kaduna (Nigeria) – Kaduna State House Assembly has passed the Contributory Health Management Authority 2017 Bill.

The passage came when the House set aside the section 3 paragraph 7 of the standard rule of the House to allow  the third reading of the bill after the presentation of report by chairman House committee on Health, Dr Isaac Zainkhai and was adopted.

The Contributory Health Management Authority bill seeks to ensure that residents in Kaduna State have access to effective quality and affordable health care services, as well as protect them from the financial hardship of huge medical bills, to limit the inflammatory effects of the rise in cost of health care services and ensure the availability of alternative sources of funding to health sector for improved service.

The House also passed the Kaduna State Aid Control Agency (KADSACA) Bill. it is “geared towards reviewing the establishment of KADSACA for effective and efficient coordination of multi-Sectoral response to HIV and Aid in the state,” says the Speaker, Aminu Shagali Shagali.

Meanwhile a bill to amend the Kaduna State College of Midwifery 2017 was also passed with the primarily aim at amending some sections from the principal law.

Some of the sections amended include, section 3 interpretation of the word “College” was rephrased to now read ” College of Nursing and Midwifery” instead of thereof.

Speaking with newsmen shortly after the passage of the bill, the chairman House committee on Information, Nuhu Shadalafiya said the Assembly has passed eight bills at a ago.

Shadalafi said, “people think that we have been resting and doing nothing, this shows that we were not just on recess as people may think, but we were on recess and also working at committee level “.

“It is unprecedented to have eight reports presented in a day and passed into Law it’s means we did our work with the necessary apparatus put in place”he added.

He said the Assembly is determined to ensure that all members are on their toes to ensure every assignment given was done.

According to him, the Assembly had eight bills to its already Forty seven bills, “so we are talking about fifty five Bills that have already been passed.”

He therefore urged people of the state to take advantage of bill when it becomes law to register with health insurance scheme, “to ensure they benefit from the scheme,” he said.
