The embattled Chairman of Kagarko Local Government Council in Kaduna State, Hon. Nasara Rabo and Speaker of the Legislative Council, Hon. Halilu Makama have been impeached for flagrant abuse of powers.
Consequently, Hon Mustapha Gidado was considered the Local Government Council Chairman, and Hon Danjuma Gajere elected Speaker.
The Resolution to this effect was signed by Eight Of the Ten member legislative council at a meeting held Thursday at the Legislative Chambers, in Kagarko.
Rabo, according to the resolution, flagrantly abused powers vested in him as the Council Chairman where he perpetrated financial scam and was suspended by the Kaduna State House of Assembly which directed him to refund Eighty- Six Million (N86,000.000) which he refused to.
Other offences include, refusal to hand over Government properties as directed by the Ministry of Local Govt Affairs, usurping the legislative powers in connivance with the impeached Speaker, non provision of financial or monthly reports on the State of affairs of the local government as required by law.
The impeached Chairman was also accused of assenting to appropriation bill without the approval of the Legislative Council with the support of the Speaker who claimed that the Executive did not need any approval of the legislature for budgetary consideration
On the Speaker, the legislative council said he had conducted himself in a manner that he had fully denied members from debating and voting on any issue presented to the Council as acted in the proceedings of 23rd October 2023 contrary to Order IV and VI of the Kaduna State rules of the LG legislative Councils 2018.
According to the Resolution, Makama has never as a Speaker informed and presented to the Council, any business from the impeached Chairman for legislative deliberations and approvals, but used to give approval unilaterally..
Denying the legislative council the performance of its lofty function of checks and balances on the excesses of the Executive , the Council said, resulted to the huge financial misappropriation that led to the suspension of the embattled Chairman by the Kaduna State House of Assembly.
Other violations levelled against the Speaker were his flagrantly neglected, failed and refusal to call and preside over an emergency meeting of the Council over the petition and allegations contained in One of the National Dalies.
The legislative Council therefore said based on the observed and well considered infractions of the law, act of gross incompetence and abuse of office , it was decided by the majority that Hon Halilu Makama was by this resolution stands impeached as Speaker forthwith.
