Kaduna (Nigeria) — Teachers Service Commission (TSC) of Kenya is to be overhauled in a major restructuring planned by the country’s Ministry of Education. The proposed changes will see the collapse of many agencies.
Proposed Miscellaneous Amendments Bill 2016 on Education recommends that the current provision of seven Commissioners at the TSC be reduced to three.
“The Commission shall consist of a chairperson and two other members appointed in accordance with the Constitution.
“The chairperson and members of the Commission shall serve on a full-time basis for a non-renewable term of six years,” states the proposal document.
“Whenever a vacancy arises in the Commission, the Cabinet Secretary shall prepare and forward the notice of vacancy to the President who shall, by gazette notice, declare the vacancy and constitute a selection panel for the appointment of the chairperson or member of the Commission.” It says
The TSC, an independent commission, employs close to 300,000 teachers with an annual budget of about US1.9billion.
At the lower level, the Ministry of Education is also proposing the setting up of county education boards and sub-county education boards.
The county education board at the county will have a chairman and eight members to serve for a term of three years, which is renewable once.
Schools management boards will also consist of a chairperson and eight members.
