Doguwa’s Quest For House of Reps Speakership, By Fouad Ahmad

The battle for the leadership of the 10th National Assembly leadership has already started heating up, with the major contenders of the number three and four seats in the country flexing their muscles through underground works and lobbying returns and newly elected members of the hallow chambers.  On the other hand, the ruling All Progressive Congress has kept mute on its position regarding where the leadership of the 10th National Assembly will go while stakeholders within and outside the party have been advising the president-elect and the party’s leadership to as a matter of urgency to address this zoning the positions to avoid what happened in the EIGHT ASSEMBLY.

It would be recalled in 2015 when President Buhari issued the 8th National Assembly proclamations, PDP’s senators adopted APC’s Senator Bukola Saraki for the position of Senate President and Hon. Yakubu Dogura for the position of the Speaker of the House of Representatives. There is a need for the party to avoid  2015 mistakes APC senators/Hon. members went against the party’s choice and directives. 

It is on record that no fewer than nine Hon. members of the green chamber have indicated their interest for vying the number Four office; speaker House of Representatives. 

The incoming  House of Representatives is expected to be led by a person with considerable legislative experience and expertise who will be able to preside over its affairs and wither any storms at any given time.

One of the contestants is the former chief whip of the Eight Assembly and currently the House Leader. Even though Hon. Alhassan Ado Doguwa is believed to be interested in vying for speakership but he is yet to make his aspiration known. 

At present, he is among the top-ranking members and the oldest member from the north West geopolitical zone and Kano state at large in the green chamber for his fifth term in the House of Representatives.

If experience will be one of the criteria in voting next speaker of the House of Representatives. Surely no other person than Hon Alhassan Ado Dugowa deserves to be the speaker.

With consideration with House standing rules that aspirations of elections for the seat of the speaker of the House of Representatives shall be in accordance with ranking and experience, therefore, a House Leader should be a good speaker considering his legislative experience and also known as a true believer in qualitative representation who took an active part in every debate on the floor of the House and was fast recognized as one of the brilliant minds in the National Assembly.

Hon. Doguwa is always on the side of truth and justice and his view truly reflected the wishes and aspirations of his constituent and the country’s citizens at large, a popular cliché amongst members of the House and particularly in the green chamber.

“In Kano political circle fear of Al-Hassan Ado Doguwa is the beginning of wisdom”. Such a pronouncement was borne not out of fear of him but out of the profound respect his colleagues and supporters accord him.

Despite Kwankwasiyya’s tsunami in the last presidential and national assembly ELection that caused serious damage to the governing ruling party in the state. The tsunami unseats 17 serving APC members in the green chambers with 2 senators in the red chamber by the New Nigeria Peoples Party (NNPP).  His victory at the supplementary election held at Tudun Wada proved himself as a political heavyweight in the Kano South District being an only APC Candidate who survived the tsunami with 41,573 votes to defeat his closest challenger, Yushau Salisu of the New Nigeria Peoples Party, who got 34,831 votes during supplementary elections. His victory reaffirmed the people of Doguwa and Tudun Wada recognized his commitment to their well-being.

The House Leader Hon Alhassan Ado Doguwa, is a true believer in qualitative representation, he took an active part in debates on the floor of the House and was fast recognized as one of the brilliant minds in the National Assembly. He is always on the side of truth and justice and his view truly reflected the wishes and aspirations of his constituents.

Other assessments made by various public affairs commentators on Hon Alhassan Ado Doguwa agreed he is a resourceful parliamentarian who is familiar with the challenges inherent in the leadership of the legislature. He is the most competent returning lawmaker with an unblemished track record of excellence, integrity, and diligence.

In the northwest House Leader is the most ranking and experienced senator-elect from the North West geopolitical zone seeking to lead the House of Representatives. If the postulation is anything to go by, Dan Ado can be entrusted with the challenging responsibilities of the Speaker.

Hon Alhassan Ado’s interest in vying for the position is not about himself but rather the sanitizing of the nation’s national assembly and will ensure practicing global best practices of legislation.

As he always preaches, the legislature is a distinct arm of government that doesn’t work based on sentiments, it works on lawmaker ability to get the job done. The legislature is a key democratic institution for political representation.

It is the popular view of Nigerians, to fix Nigeria, National Assembly leadership will have to tweak some of its working parts by separating the gold diggers and power thirsty from those who truly want to serve at this level of leadership.

To accomplish this there is need to do away with mediocrity and clannish interest.

His candidacy for the Tenth National Assembly Speaker is not about himself but rather the sanitizing of the nation’s democracy. It is about practicing what he always preaches, global best practices of legislation. If the postulation is anything to go by, Hon. Alhassan Ado Doguwa is the one who can be entrusted with the challenging responsibility of speakership.

He had been known as true, a public servant in every ramification. He is a dependable Nigerian in the person of Hon. Alhassan Ado Doguwa to you as the most astute and capable parliamentarian in the 10th National Assembly (green Chamber) to assume the position of Speaker for the House and all Nigerians.

He has proven that his foray into politics is solely service to humanity hence his towering popularity amongst members of the National Assembly known as a true, public servant in every ramification.

In 1992, immediately after graduating from University, he was elected as a member House of Representatives under the defunct Social Democratic Party (SDP). Being a freshener in the House of Representatives it did not take him long to register his presence in the House being a focused personality. Doguwa was one of the frontline Members that supported Engr. Rabiu Musa Kwankwaso to become the Deputy Speaker of the 3rd Republic House of Representatives. 

From the foregoing constructive and logical perspective, it is worthy of note by the APC, both at the center and within the north-West caucus, to strengthen this Dan Ado’s patriotic movement with every iota of swiftness, seriousness, and sincerity.

A parliamentarian is usually assessed by the number of motions, bills, and other interventions that impact positively on the lives of citizens. Motions and bills are the lubricants of democracy and democratic governance.  In this regards Hon. Alhassan Ado Doguwa has many motion and bills to his credit.

History shows the politics run in vain because his father was a prominent member of the Northern Elements Progressive Union (NEPU) in the First Republic and later joined the United Progressive Grand Alliance (UPGA), which formed formidable national opposition to the then-leading Northern People’s Congress (NPC). 

In the second republic, Hon Alhassan’s father was elected an Honorable Member, of the Kano State House of Assembly under the defunct Peoples Redemption Party (PRP) Government.

Hon. Alhassan Ado Doguwa was conferred with the prestigious national honor of the Officer of the Order of Niger (OON), by His Excellency, Muhammadu Buhari, GCON, President of the Federal Republic of Nigeria. a Deputy Chairman of the House Committee on Niger Delta Development Commission (NDDC). until May 2015, Committee Member at Public Petitions Committee (Reps) and A committee Member at Drugs & Narcotics Committee. Also serves as the African Network of Parliamentarians on MDGs. Vice Chairman at Constitutional Review Committee.
