Nigeria: Jigawa Retreat Calls for Synergy By MDAs To Actualize Namadi 12 Point Agenda

Date:

….Observes Weak Monitoring Mechanism In Tracking Their Progress

By Mohammed Suleiman, Dutse.

Participants at a two-day Retreat for Jigawa state Executive Council have observed weak monitoring mechanisms for tracking progress across all the State MDAs, hence the need for synergy and cordial working relationship among the arms of government for the actualization of the 12 point agenda of Governor Umar Namadi.

Participants also seen the need to balance and address issues of demography, economy and fiscal environment in sustaining economic growth in the state.

These were parts of the Communique issued at the end of the Retreat and signed by the Secretary to the Government, Alh. Bala Ibrahim.

The Participants recommended that on completion of the sector implementation frameworks for both the Inaugural Speech Commitments and the State Development Plan, the associated Result Frameworks should be translated into the performance bond to be signed by Chief Executives of MDAs to be backed by an Executive Order to be signed by the Governor.

The Retreat further recommends synergy and cordial working relationship among Heads of MDAs and other arms of Government including the Media.

Strict adherence to public procurement process to avoid inconsistences, in project profiling, implementation to completion, was also endorsed.

The Retreat however, called for strategic linkages between policy-plan-budget and implementation to achieve desired results.

The communique contends that the intersectoral linkages among the MDA’s level of government as well as external linkages are generally minimually explored, citing capital investment is not generally popular but critical in routine governance.

According to the communique, the retreat appreciates the participants’ contribution, particularly His Excellency, Governor Namadi and the Development partners,
the organizers of the retreat, for making the event a reality.

Other resolutions include, the institutionazation of performance, Management systems through a signed performance bond by executives of MDAs to ensure robust and effective monitoring and evaluation, leveraging the youth populations to reap demographic dividends and boost the state economy, among others..
